The project's legal name is Bac An Khanh New Urban Area, its initial commercial name was Splendora, and it was changed to Mailand Hanoi City on January 22, 2022.

The investor is An Khanh New Urban Development Co., Ltd. Initially, it was a joint venture between Vinaconex and POSCO E&C of South Korea, each holding 50%. Both have divested; the project is now owned by the Sovico Group, along with Phu Long Real Estate and Pacific Star. In January 2022, Keppel Land signed an agreement to purchase 49% of the shares in three land plots totaling over 14 hectares.
